In this interview, Mayor Tuñón shares his journey, the challenges and opportunities facing Etna, and how his bicultural identity shapes his approach to public service.

Could you tell us about your Hispanic heritage and what it means to you?
It’s a central part of my identity. My family is from Panama, and I hold dual citizenship in the U.S. and Panama. My father came to the U.S. at 12, and education has always guided our family. Most of my family still lives in Panama.

How have your Hispanic roots and being raised in the U.S. shaped your worldview and approach as mayor?
Growing up, I saw my father and grandmother work incredibly hard, which taught me perseverance. Being raised in a largely non-Hispanic community meant I lived in two worlds: my family’s Panamanian heritage and my American upbringing. Living in Panama as an adult deepened my understanding of culture, community, and resilience, which informs my work as mayor.

In what ways does being bicultural help you serve your community more effectively?
Being connected to more than one culture teaches empathy. You recognize both shared and unique needs, which shapes how I serve in public office and connect with diverse groups.

How would you describe Etna today, and what is your vision for the borough?
Etna is a small but resilient community. Like Pittsburgh, it was founded as a mill town and faced industry collapse. Today, our focus is on building a community where people can live, raise families, and thrive — not just rely on an industrial past.

What are the most important duties of a mayor in a small borough like Etna?
In a small borough, being mayor is almost a volunteer role. You act as a liaison with the community, engage directly with residents, and support initiatives you’re passionate about. The flexibility allows for real, tangible impact.

How does your background as an architect influence your approach to improving an urban community?
My planning and architecture background has been invaluable. It helped me engage in community projects like the EcoDistrict, which focused on sustainability and equity. Volunteering and connecting residents with planners eventually led to leadership opportunities, including building the Etna Center for Community library.

How do your Latino roots influence your leadership style?
Latino culture brings passion, energy, and a commitment to family and community. Since becoming mayor, I’ve connected with immigrant families, ensuring they have resources and support to thrive. That focus on people comes directly from my upbringing.

How has Pittsburgh’s Latino community changed since your childhood?
When I grew up in the 1980s and 1990s, there were very few Latinos in Pittsburgh. Today, the community is thriving with cultural events, organizations, and professional networks. The Pennsylvania Latino Convention recently highlighted the vibrancy and growth of the Latino community across the state.

How can the Latino community help fellow newcomers integrate and succeed?
By setting the table — creating pathways for engagement in business, education, and public service. Supporting Latino newcomers strengthens the community overall and builds a legacy for future leaders.
